Article 1: Statement of Purpose
The primary goal of the Hayden High School Student Council is to provide a communication link between the students and the administration. In addition, we believe that it is very important to promote positive student-school-community relations, actively support school activities and staff members, maintain and enrich the school's heritage and facilities, and support the Hayden High School Mission Statement:
Hayden High School exists to support students and families in cultivating a Roman Catholic faith community based on prayer, Gospel virtues, and Christian Service. Together, in a setting of academic excellence, we celebrate the dignity of every person and the presence of Christ within each of us.
Article 2: Eligibility Requirements
1. Student Council Representatives, Officers, and Class Officers must be enrolled in seven classes or their equivalent during the grading period in which they seek election.
2. Student Council Representatives, Officers, and Class Officers must meet the minimum requirements of the Hayden High School Activities Participation policy as outlined in the Student Handbook in order to run for office and take office if elected.
Article 3: Membership Requirements
1. Student Council Representatives, Officers, and Class Officers must meet all requirements as outlined in the Student Activities Participation policy as outlined in the Student Handbook to remain eligible.
2. Student Council Representatives, Officers, and Class Officers must accumulate at least 10 participation points during each grading period to maintain active status.
3. In addition to acquiring at least 10 participation points per grading period, all Representatives and Officers will miss no more than 3 meetings.
4. Student Council Representatives, Officers, and Class Officers who are on probation of any kind may be declared inactive at the discretion of the Executive Council.
5. The Executive Committee will evaluate the Student Council Representatives, Officers, and Class Officers at the end of each grading period during their term of office to determine their status for the following grading period.
Article 4: Staff Representation
1. Staff members appointed by the Administration shall serve as Sponsors. All Sponsors shall attend each Student Council meeting or function. The Sponsors shall not have the power to vote, make motions, or present formal proposals.
2. An Advisory committee consisting of the appointed sponsors and an administrator appointed by the Principal shall serve in an advisory capacity to the Student Council and act as a disciplinary body as needed.
Article 5:Executive Officers and Their Duties
1. The student Council President shall:
a. Chair Student Council meetings according to parliamentary procedure.
b. Chair all Cabinet and Executive meetings in a like manner.
c. Provide an agenda in conjunction with the Student Council Secretary/Treasurer for all members, both present and absent, including the Sponsors, Principal, and administrative liaison.
d. Vote only in the case of a tie.
e. Attend either the Kansas State Activities Association Student Council workshop during the third week of July.
2. The Student Council Vice President shall:
a. Chair Student Council meetings in the absence of the President.
b. Chair Cabinet or Executive meetings in the absence of the President.
c. Provide an agenda in conjunction with the Student Council Secretary/Treasurer in the absence of the President.
d. Attend all Cabinet and Executive meetings.
e. Handle any corresponding assigned by the President or Sponsors.
f. Oversee all committees.
g. Attend either the Kansas State Activities Association Student Council workshop during the third week of July.
3. The Student Council Secretary/Treasurer shall:
a. Provide an agenda in conjunction with the Student Council President for all members, Sponsors, Principal, and administrative liaison.
b. Compile the minutes from all meetings.
c. Prepare and distribute all minutes.
d. Attend all Cabinet and Executive meetings.
e. Take care of all correspondence as deemed necessary by the President or Sponsors.
f. Act as consultant to all fundraising committees and activities within Student Council.
g. Attend either the Kansas State Activities Association Student Council workshop during the third week of July.
Article 6: Class Officers and Their Duties
1. Each Class Officer and Representative will be voting members of the Student Council and will be subject to the eligibility rules.
2. Each Class President will be a member of the Student Cabinet.
3. Each Vice President's duties will be at the discretion of the President.
4. Each Class Secretary/Treasurer will be a member of the Publicity/Financial Committee.
5. Representatives' duties will be at the discretion of the President.
6. Responsibilities of the senior class are: Senior Class Homecoming float (if parade is okayed by council and administration), Senior hall decorations and clean up, Christmas Dance, blood drive, Earth Day, National Catholic Schools Week activities, and Class Gift!
7. Responsibilities of the Junior Class are: Junior Class Homecoming float (if parade is okayed by council and administration), Junior hall decorations and clean up, Back to School Night, Earth Day, and Prom.
8. Responsibilities of the Sophomore Class are: Freshman Orientation (New student Nite), Sophomore Class Homecoming float (if parade is okayed by council and administration), Sophomore hall decorations and clean up, and Morp Dance.
9. Responsibilities of the Freshman Class are: Freshman Class Homecoming Float, (if parade is okayed by council and administration), Freshman hall decorations and clean up, Shadow Days, and WPA Dance.
Article 7: Executive Committee
1. The Executive Committee shall consist of:
Student Council President
Student Council Vice President
Student Council Secretary/Treasurer
Student Council Sponsors
Administrative liaison
2. Executive Committee will meet weekly for the purpose of organizing council events and monitoring member participation.
3. No elected member of Student Council shall be allowed to hold 2 positions simultaneously on the Executive Committee.
4. The Executive Committee shall make recommendations to the Cabinet and to Student Council.
Article 8: Student Cabinet
1. The Student Cabinet shall consist of:
Student Council President
Student Council Vice President
Student Council Secretary/Treasurer
Senior Class President
Junior Class President
Sophomore Class President
Freshman Class President
Lead Sponsor
2. There shall be weekly meetings of the Student Cabinet with the Sponsors and either the Principal or his/her appointed representative at least once a month.
3. No elected member of Student Council Shall be allowed to hold 2 positions simultaneously on the Student Cabinet.
4. The Student Cabinet shall make recommendations to the Student Council.
5. The Student Cabinet shall be involved in conjunction with the Executive committee.
Article 9: Committees
1. Standing Committees
The Publicity Committee: This committee, overseen by the all school Secretary/Treasurer or his/her designee will be responsible for communicating Council decisions to the student body.
The Election Committee: This committee comprised of senior Student Council Members and overseen by the senior class president will assist the Council sponsors in organizing and carrying out all school elections in the Spring and Freshman elections in the Fall.
The Service Committee: This committee shall be comprised of at least one member from each class for the purpose of planning and coordinating all service projects. The chair of this committee, appointed by the all school president, will work in conjunction with the school service project coordinator and service club. The primary goal of this committee should be the Council's relationship with and support services for St. Joseph's Elementary in Nortonville.
Staff Appreciation Committee: This committee will be comprised of at least one member from each class and chaired by a member appointed by the all school president. the charge of this committee is to oversee the organizing and distribution of appreciative mementos to the staff periodically throughout the school year in order to maintain good will between the Council and the staff.
Social Committee: This committee will consist of at least 2 members and shall oversee the social activities of the council.
2.Committee Guidelines: the all school president and/or the Student Cabinet shall designate the number of members on any committee. The members of all committees shall attend all required committee meetings during each grading period. Failure to maintain the par attendance level shall result in disciplinary action. At the completion of a project by a non-standing committee, the committee chairperson shall submit a full, written report to the Student Council detailing the committee's progress and accomplishments as well as attendance records.
Article 10: Meeting Structure
1. There shall be regularly scheduled and required meetings of the Student Council the first and third Fridays of each month at 7:15 a.m. Any non-elected member of Student Council shall have the power to make and discuss proposals. Any non-elected member of Student Council shall not have the power to vote or make motions.
2. Elected members of Student Council shall have the power to vote, make motions, and present formal written proposals.
3. Student Council shall advise the Student Cabinet.
4. There must be a quorum of at least half of the Student Council in order to vote on any matter in Student Council meetings.
Article 11: Election Procedure
1. Class Officers
a. Each class shall elect 3 class officers: President, Vice President, and Secretary/Treasurer.
b. Senior, Junior, and Sophomore Class Officers shall be elected by their respective classes in the Spring in a general election.
c. Freshman Class Officers shall be elected by their respective class in the Fall, no later than 4 weeks after school has convened.
2. Student Council Class Representatives
a. The Senior, Junior, and Sophomore Classes will elect four Representatives in the Spring general election.
b. The Freshman Class shall elect four Representatives in the Fall no later than 4 weeks after school has convened.
3. Student Council Officers Elected at Large
a. The President Shall
1. Be elected at large in the Spring general election.
2. Be an incoming Junior or Senior.
3.Have at least one year of experience as an elected member of Student Council.
b. The Vice President shall
1. Be elected at large in the Spring general election.
2. Be an incoming Junior or Senior.
3. Have at least one year of experience as an elected member of Student Council.
c. The Secretary/Treasurer shall
1. Be elected at large in the Spring general election.
2. Be an incoming Junior or Senior.
3. Have at least one year of experience as an elected member of Student Council.
Article 12: Proposal Process
1. Any action recommended to the Student Council must be in the form of a written proposal. In order for inclusion on the agenda, the issue must be submitted in written form to a Student Council Officer or Sponsor prior to a Cabinet meeting (last and second Wednesdays of the month during seminar). Any issue not put before the Cabinet for inclusion on the Agenda will be dealt with under Miscellaneous Business at the end of the next scheduled meeting as time allows.
2. Student Council may by a simple majority, make amendments to a proposal.
3. If a proposal passes by a majority vote, it will immediately become an official recommendation that must then receive approval by the Executive Committee.
4. After the Executive Committee has reviewed a proposal an appointed group of students may then take the proposal to the Principal for final approval. In the event the executive committee does not approve a proposal, it may be returned to the Council for revision and then re-submitted to the Committee.
Article 13: Amending the Constitution
1. Amendments to the Constitution shall be presented as written proposal to the Student Council for placement on the agenda.
2. An amendment must receive a 2/3 majority of elected members present to pass.
