Hayden High School Student Council

By Laws

2003-2004

 

Section 2: Clarification of terms used in Constitution and By laws.

1. Advisory Committee: Refers to the adult sponsors appointed by the administration.

2. Executive Committee: Refers to All School President, Vice-President, Secretary/Treasurer and the members of the Advisory Committee.

3.Student Cabinet: Refers to all members of the Executive Committee and all four class presidents.

           

Section 2: Student Council and Class Officer Evaluation Process

            1. Officers are required to fulfill all duties specified in the Constitution.

2. Officers are required to meet all eligibility requirements specified in the Constitution.

3. Failure to meet the above criteria will result in the following:

a. A disciplinary meeting with the Advisory Committee and Student Cabinet.

            b. Removal from office and initiation of the replacement process.

 

Section 3: Membership Evaluation Process

1. All elected members of Student Council shall be evaluated for participation at the end of each grading period by the Executive Committee.

2. All elected members are required to accumulate 10 participation points per grading period.

3. Any member not meeting a 100% active level of participation (accumulation of required number of participation points) shall be designated inactive for the following grading period.

4. Any member who misses more than three meetings will be asked to resign their position in favor of a student who can and will make the commitment required.

5. any member representing Student Council at an activity at which the Sponsors are not present, are responsible for submitting his/her attendance to a Sponsor before the end of the grading period.

6. Inactive classification makes the elected member ineligible to be excused from class for Student Council activities and revokes all other rights, privileges, and duties for that grading period, including voting rights.

7. Student Council members who fail to meet the 100% participation requirement during the 4th grading period will be unable to run for the Student Council the following year.

            8. Participation points will be awarded according to the following scale:

                        Regular meeting attendance                                                       2 points

                        Attendance at committee meetings as chairperson                      2 points

                        Attendance at committee meetings as member               1 point

                        Attendance/participation at Student Council activities     2 points

Participation in extra assigned activities at discretion of the Advisory Committee and Student Cabinet

 

Section 4: Replacement of Student Council and Class Officers Process

1.An officer vacancy for any reason shall result in the election of a new officer for that position, except in the case of the Presidency, whereby the Vice-President shall succeed, leaving the Vice-Presidency vacant.

2.Only the Class Representatives from the appropriate classes are eligible to run for vacant office.

            3.The elections will be held within the student council.

4.Officers who become inactive due to academic ineligibility on more than two occasions will be permanently replaced by election.  They may return to Student Council service as a Representative upon receiving active status from the Executive Committee and Student Cabinet.

5.Officers who become inactive due to failure to meet the participation requirements will be dealt with on an individual basis by the Executive committee and the Student Cabinet.

 

Section 5: Replacement of Student Council class Representatives Process 

1.A vacancy on Student Council due to academic ineligibility will be filled by the runner-up for that position at the time of the election.

2.Representitives declared inactive at the end of the third quarter will not be replaced.

3.If a representative regains his/her active status, all rights and privileges of that position will be restored.  The replacement person who assumed that position may remain as a full-voting member of the group as long as he/she maintains an active status.

4.An inactive Representative may regain active status by requesting such in writing from the Executive Committee and the Student Cabinet the following grading period.

5.Representatives who become inactive due to failure to meet the participation requirements will be dealt with on an individual basis by the Executive committee and the Student Cabinet.

 

Section 6: Responsibilities of the Advisory Committee

1.The Advisory Committee, along with the Student Cabinet, will review each member at the end of each grading period to determine their status.

2.The Advisory Committee will base their review of members on the following criteria:

                        a. Academic eligibility – as stated in the eligibility rules.

                        b. Participation eligibility – Accumulating 10 points per grading period.

3.The Advisory Committee will chaperone Student Council functions on a rotating basis.

4.The members of the Advisory Committee will attend all regularly schedule meetings of the Council and Cabinet.

5.The members of the Advisory Committee will meet periodically as required to conduct necessary business.

6.The members of the Advisory Committee will chaperone the Welcome Dance, Homecoming Dance, and Winter Formal Dance.

           

Section 7: Student Council Activities

            1.Dances

a. All Student Council dances, except those specifically assigned, shall be assigned to committees as appointed by the president.

b. All Student Council dances will be organized according to the general dance guidelines as outlined in the Student Handbook.

c. All Student Council dances will be chaperoned by at least two Student Council Sponsors and an administrators.

            2.Spirit Week Assemblies

                        a. Royalty

                                    1.Royalty will be nominated by the senior class.

2.Royalty candidates will be subject to all rules as listed in the Student Handbook or distributed by the administration.

b. Assembly – The spirit week assembly will be coordinated with the Hayden Cheerleaders.

c. The President and Student Cabinet will appoint all spirit week committees.

 

Section 8: Assigned Class Duties

All Classes are required to fulfill all duties as established under the Constitution.  Any assigned activity that is also a fund-raising activity will directly benefit the assigned class unless otherwise stipulated or arranged for by the respective class officers.

1.Officers and Representatives shall turn in all money and/or products by a set date at the conclusion of each fund-raising project.

2.Any Officer or Representative still owing money and/or product beyond this said date shall:

                        a. Forfeit one participation point every 2 weeks.

b. Forfeit the right to participate in future fundraising projects thereby losing required participation points.

c. Only payment of money or return of product shall terminate the above process.
